2.Lectureship(NET):- The following candidates have qualified the eligibility test for Lectureship-NET. The candidates qualifying for Lectureship-NET will be eligible for recruitment as lecturer as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligibility criteria of that Scheme/Project. Junior Research Fellowship JRF (NET)

GENERAL
The EMR Division under HRD Group of CSIR provide CSIR Research Fellowship and Associateships to bright young men and women for training in methods of research under the expert guidance of faculty members /scientists working in University Departments/ National Laboratories and Institutes in various fields of Science & Technology and Medical Sciences. List of CSIR Laboratories is at Annexure- I.
The CSIR Fellowships / Associateships are tenable in Universities/IITs/Post-Graduate Colleges/Government Research Establishments including those of CSIR, R&D establishments of recognized public or private sector, industrial firms and other recognized institutions. However, CSIR reserves the right to determine the place best suited to provide necessary facilities in the area of science and technology in which the awardee is to specialize.
The CSIR Fellowships / Associatships are tenable in India. Only bonafide Indian citizens, residing in India are eligible for the award of research Fellowship/Associateships. The programme is aimed at National Human Resource Development for S&T.
The award of CSIR Fellowship / Associateships is for fixed tenure and does not imply any assurance or guarantee for subsequent employment by CSIR to the beneficiary. The authority to award / terminate vests with CSIR. The awardee shall not lay claim to permanent absorption in CSIR, after the expiry of Fellowship / Associateship.
SUBJECT OF RESEARCH
Preference is given to a subject / topic of research relevant to the research programmes of CSIR laboratories and nationally important S&T areas.
CSIR JUNIOR RESEARCH FELLOWSHIP (JRF)
A certain number of JRFs are awarded each year by CSIR to those holding MSc or equivalent degree, with minimum 55% marks after qualifying the National Eligibility Test ( NET) conducted by CSIR twice in a year
APPLICATION PROCEDURE
Applications for JRF are invited twice a year through press advertisement on all India basis in the prescribed application form. The completed application form may be submitted to the Controller of Examinations, Examination Unit, CSIR Complex, Library Avenue, Pusa, New Delhi –110 012.
AGE LIMIT
The upper age limit for JRF shall be 28 years, which is relaxed upto 5 years in the case of candidates belonging to Schedule Castes/Schedule Tribes, Women, Physically Handicapped and OBC applicants.
SELECTION PROCDURE
The Selection for award of JRF shall be made on the basis of a competitive written test called the National Eligibility Test (NET), conducted by CSIR at national level and consisting of two papers.
Paper – 1 is objective type consisting of Part (A) general nature and part (B) is subject type. It tests the mental ability and broad awareness of scientific knowledge at the rudimentary level.

Undertaking by a Research Fellow / Associate on Acceptance of the Award of Research Fellowship / Associateship
STIPEND & TENURE
i. The stipend of a JRF selected through the all India test will be Rs 8000/ p.m for a period of 2 years. In addition, annual contingent grant of Rs. 20,000/- per fellow will be provided to the University / Institution. The guidelines for utilization of contingent grant are given in Anneuxre – II
ii. The progress of research work of JRF will be assessed again at the end of 3rd year for such upgradation.
It is expected that Fellows will have published work to their credit by the end of 3rd year. This shall form an important quantitative and qualitative criterion for judging the progress made by the candidate. If the work of JRF is still not found satisfactory for upgradation, the fellowship will be terminated. Extension of tenure of SRF (NET) for the 4th year will be on the basis of the progress report and recommendation of the guide. The 5th year extension as SRF(NET) is permissible on the recommendation of three members assessment Committee and progress report duly supported by publications in the form of reprints/preprints/manuscripts of the paper published, accepted or communicated for publication (Annexure IV).
The total tenure as JRF plus SRF(NET) will not exceed five years. This will include the tenure of Fellowship awarded by UGC/DST/ICMR/ICAR etc or any other funding agency/Institution. The order for continuation at the same rate of stipend as SRF(NET), continuation at the same rate of stipend as JRF or otherwise will be issued by the EMR Division of HRDG, CSIR. Extension may not also be granted if the fellow does not acknowledge support of CSIR in his research publication.
Council of Scientific & Industrial Research
GENERAL
The EMR Division under HRD Group of CSIR provide CSIR Research Fellowship and Associateships to bright young men and women for training in methods of research under the expert guidance of faculty members /scientists working in University Departments/ National Laboratories and Institutes in various fields of Science & Technology and Medical Sciences. List of CSIR Laboratories is at Annexure- I.
The CSIR Fellowships / Associateships are tenable in Universities/IITs/Post-Graduate Colleges/Government Research Establishments including those of CSIR, R&D establishments of recognized public or private sector, industrial firms and other recognized institutions. However, CSIR reserves the right to determine the place best suited to provide necessary facilities in the area of science and technology in which the awardee is to specialize.
The CSIR Fellowships / Associatships are tenable in India. Only bonafide Indian citizens, residing in India are eligible for the award of research Fellowship/Associateships. The programme is aimed at National Human Resource Development for S&T.
The award of CSIR Fellowship / Associateships is for fixed tenure and does not imply any assurance or guarantee for subsequent employment by CSIR to the beneficiary. The authority to award / terminate vests with CSIR. The awardee shall not lay claim to permanent absorption in CSIR, after the expiry of Fellowship / Associateship.
SUBJECT OF RESEARCH
Preference is given to a subject / topic of research relevant to the research programmes of CSIR laboratories and nationally important S&T areas.
CSIR JUNIOR RESEARCH FELLOWSHIP (JRF)
A certain number of JRFs are awarded each year by CSIR to those holding MSc or equivalent degree, with minimum 55% marks after qualifying the National Eligibility Test ( NET) conducted by CSIR twice in a year
APPLICATION PROCEDURE
Applications for JRF are invited twice a year through press advertisement on all India basis in the prescribed application form. The completed application form may be submitted to the Controller of Examinations, Examination Unit, CSIR Complex, Library Avenue, Pusa, New Delhi –110 012.
AGE LIMIT
The upper age limit for JRF shall be 28 years, which is relaxed upto 5 years in the case of candidates belonging to Schedule Castes/Schedule Tribes, Women, Physically Handicapped and OBC applicants.
SELECTION PROCDURE
The Selection for award of JRF shall be made on the basis of a competitive written test called the National Eligibility Test (NET), conducted by CSIR at national level and consisting of two papers.
Paper – 1 is objective type consisting of Part (A) general nature and part (B) is subject type. It tests the mental ability and broad awareness of scientific knowledge at the rudimentary level.

UGC-NET Scheme of Test
Paper I (100 Marks-1.15 hours) shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate.
Paper II (100 Marks-1.15 hrs) shall consist of short questions (objective) based on the subject selected by the candidate.
Paper III (200 Marks-2.30 hrs) will consist of only descriptive questions from the subject selected by the candidate.
Revised Paper III for UGC NET/SLET
The University Grants Commission has restructured the format of Paper-III for all forthcoming NET examinations. The syllabi of all subjects, however, remain unchanged. Paper-III now consists of four Sections, in all containing 26 questions for the candidates to attempt.
NOTE:
The instructions regarding Paper-III in the note given at the beginning of syllabus for each subject should be ignored as they have now become infructuous.
Section I:
It requires the candidates to write a critique of a given passage or stanza from a known thinker/writer. Five carefully considered specific questions are to be asked on the given passage, requiring an answer in upto 30 words. It shall carry 5 X 5 = 25 marks.
In the case of science subjects, a theoretical problem will be set for the candidates toanalyse. Five questions will be asked thereon. Questions in this section shall be numbered as 1 – 5.
Section II:
Fifteen questions will be asked across the syllabus for Paper-III(A).
The questions will be definitional or seeking particular information and are to be answered in up to 30 words each. Each question will carry 5 marks (15 x 5 = 75 marks). There will be no internal choice.
The questions in this section shall be numbered from 6 to 20.
Section III:
Five extended answers based on analytical/evaluative questions will be asked on the major specializations/electives. Questions will be asked on all major specializations/electives and the candidates will be asked to choose one specialisation/elective and answer the five questions from it. The questions will be set from the syllabus for Paper-III(B).
There is to be no internal choice. Each question will be answered in up to 200 words and shall carry 12 marks (5 x 12 = 60 marks). Where there is no specialization/elective, 5 questions will be set across the syllabus for Paper-III.
The questions in this section shall be numbered from 21 to 25.

Essay writing – One question with internal choice on general themes and contemporary, theoretical or of disciplinary relevance will be given. The candidate would write up to 1000 words. The question should be numbered as 26.

Concept of SET/SLET
It was felt that an eligibility test at the national level may not be completely able to represent the subjects which are regional in their character. Moreover, the demand for enabling the candidates to appear for the Test in their own mother tongue was also being made. The state governments and union territories were, therefore, given the option of conducting their own Test for eligibility for Lectureship at the state level. Thus was born the concept of SET, i.e., State Eligibility Test for Lectureship Eligibility only. It is conducted both in English and the vernacular.
The Commission at its meeting held on 25 May 1990 decided to constitute a UGC Committee on Accreditation of Test (U-CAT). The terms of reference of U-CAT are as follows:
Laying down guidelines for holding the tests.
Laying down guidelines for holding the tests/CSIR.
Monitoring of tests conducted by other agencies and suggesting follow-up measures.
Extend guidance and help to State level agencies in the organization of the tests.
Based on the recommendations made by U-CAT, the following guidelines are given to the states regarding test design, course content, organization of the test etc. for conducting State Eligibility Test (SET) for Lectureship only.
In accordance with the mandate given by the Government of India, the University Grants Commission (UGC), on request of State Governments, proposed to have State Eligibility Test (SET) duly accredited by UGC for a fixed term. This state level Test is based on the pattern of the National Eligibility Test (NET) conducted by UGC and UGC/CSIR for Humanities, Social Sciences and Sciences subjects respectively. About N E T / SLET
The National Educational Testing Bureau of University Grants Commission (UGC) conducts National Eligibility Test (NET) to determine eligibility for lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research. The Test is conducted in Humanities (including languages), Social Sciences, Forensic Science, Environmental Sciences, Computer Science and Applications and Electronic Science.
The Council of Scientific and Industrial Research (CSIR) conducts the UGC-CSIR NET for other Science subjects, namely, Life Sciences, Physical Sciences, Chemical Sciences, Mathematical Sciences and Earth Atmospheric Ocean & Planetary Sciences jointly with the UGC. The tests are conducted twice in a year generally in the months of June and December. For candidates who desire to pursue research, the Junior Research Fellowship (JRF) is available for five years subject to fulfillment of certain conditions. UGC has allocated a number of fellowships to the universities for the candidates who qualify the test for JRF. The JRFs are awarded to the meritorious candidates from among the candidates qualifiying for eligibility for lectureship in the NET. JRFs are available only to the candidates who opt for it in their application forms.
N E T Schedule
UGC conducts NET twice a year, i.e., in the months of June and December. The notifications announcing the June and December examinations are published in the months of March and September respectively in the weekly journal of nation-wide circulation, viz, Employment News.
N E T Results Declaration Schedule
The result of June, UGC-NET is declared generally in the month of October. Similarly December, UGC-NET result is usually declared in the month of April. The UGC-NET results published in the Employment News are also available on UGC website.
N E T for Science Subjects
The NET in Major Science Subjects, viz., Chemical Sciences; Earth Atmospheric Ocean & Planetary Sciences; Life Sciences; Mathematical Sciences and Physical Sciences is conducted jointly with the Council of Scientific and Industrial Research (CSIR), New Delhi. The concerned notifications are issued separately by CSIR.
Old Question Papers
The old question papers of NET are not provided to the candidates.
Submission of the Application Forms
The procedure for applying for UGC-NET is described in detail in the notification for the relevant examination. The notification is published in the Employment News generally in the months of March and September and is also uploaded on the UGC website www.ugc.ac.in.
Non-Receipt of NET Certificate.
In the case of non-receipt of NET certificate the candidates are advised to correspond with/contact the Head, NET Bureau, UGC, South Campus, University of Delhi, Benito Juarez Marg., New Delhi 110 021.In their covering letter, they must state their Roll No., the date of UGC-NET in which they have appeared and UGC-Ref. No. (in case known to them). In case, they have not submitted the attested copies of their documents earlier, they may do so with the covering letter duly signed by them. Attested copies of the following documents may be submitted:
i. High School/Higher Secondary/Matriculation Certificate depicting date of birth.
ii. Master's degree/Provisional Certificate.
iii. Consolidated mark-sheet of Master's degree course. (Wherever grades are assigned, conversion table in terms of consolidated percentage may be produced from the issuing authority).
iv. Caste certificate (only in case of SC/ST/OBC candidates)
v. Certificate of Physical disability (only in case of Physically Handicapped and Visually Handicapped candidates).

o All certificate have to be attested by a gazetted officer with his/her official stamp bearing his/her name, designation and official address.

JRFs are available only to the candidates who opt for it in their application forms.
N E T Schedule
UGC conducts NET twice a year, i.e., in the months of June and December. The notifications announcing the June and December examinations are published in the months of March and September respectively in the weekly journal of nation-wide circulation, viz, Employment News.
N E T Results Declaration Schedule
The result of June, UGC-NET is declared generally in the month of October. Similarly December, UGC-NET result is usually declared in the month of April. The UGC-NET results published in the Employment News are also available on UGC website.
N E T for Science Subjects
The NET in Major Science Subjects, viz., Chemical Sciences; Earth Atmospheric Ocean & Planetary Sciences; Life Sciences; Mathematical Sciences and Physical Sciences is conducted jointly with the Council of Scientific and Industrial Research (CSIR), New Delhi. The concerned notifications are issued separately by CSIR.
Old Question Papers
The old question papers of NET are not provided to the candidates.
Submission of the Application Forms
The procedure for applying for UGC-NET is described in detail in the notification for the relevant examination. The notification is published in the Employment News generally in the months of March and September and is also uploaded on the UGC website www.ugc.ac.in.
Non-Receipt of NET Certificate.
In the case of non-receipt of NET certificate the candidates are advised to correspond with/contact the Head, NET Bureau, UGC, South Campus, University of Delhi, Benito Juarez Marg., New Delhi 110 021.In their covering letter, they must state their Roll No., the date of UGC-NET in which they have appeared and UGC-Ref. No. (in case known to them). In case, they have not submitted the attested copies of their documents earlier, they may do so with the covering letter duly signed by them. Attested copies of the following documents may be submitted:
i. High School/Higher Secondary/Matriculation Certificate depicting date of birth.
ii. Master's degree/Provisional Certificate.
iii. Consolidated mark-sheet of Master's degree course. (Wherever grades are assigned, conversion table in terms of consolidated percentage may be produced from the issuing authority).
iv. Caste certificate (only in case of SC/ST/OBC candidates)
v. Certificate of Physical disability (only in case of Physically Handicapped and Visually Handicapped candidates).
Notes:
o All certificate have to be attested by a gazetted officer with his/her official stamp bearing his/her name, designation and official address.

Junior Research Fellowship
The candidates who qualify the Junior Research Fellowship (JRF) Examination of UGC/CSIR NET are also eligible for the post of lectureship.
In addition they are also eligible to receive Fellowships (UGC/CSIR) under various schemes subject to the candidates finding their placement in the universities/IITs/other national organizations.
The validity of the offer is currently within two years with effect from the date of issue of the JRF award letter.
The validity period of the offer has been raised from one year to two years for JRF Award Letters issued on or after 1 May 2005.
However, in case the candidates have already joined M.Phil. /Ph.D. programs, the date of commencement of fellowship will be from the date of declaration of NET examination result or date of their joining, whichever is later.
Eligibility for Lectureship
Clearing of NET Examination confers eligibility for lectureship upon Indian nationals, i.e. the NET qualified candidates are eligible to apply for the post of lecturer in all Indian universities/Institutes/colleges.
It was resolved in the UGC's Commission Meeting held on January 1, 2001 that for SET examinations scheduled in or after June 2002, the SET qualified candidates would be eligible for appointment to the post of lecturer only in the universities and colleges belonging to the state from where they have passed the SET examination.

Joint CSIR-UGC Test For Junior Research Fellowship
1.CSIR will hold the National Level Test twice year for determining the eligibility of the Indian national candidates for the award of Junior Research Fellowships (JRF) NET and for determining eligibility for appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/ national laboratory/ institution of higher learning and research, as applicable.
1.1 A candidate may apply either for ‘JRF + Lectureship’ both or for ‘Lectureship (LS) only’ He/she may indicate his/her preference in col.3 of the application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS’ for ‘Lectureship only” depending on number of fellowships available. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.
1.2 Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF - NET) and the second, of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligibility criteria of that Scheme/Project. However they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association.
1.3 The result of the examination to be held on 22.06.2008 may be declared sometime in the month of October, 2008 and fellowship to successful candidates could be awarded from 01.01.2009.
2.1 SUBJECTS OF THE TEST
The Test will be held in the subjects as given under:

IV. Mathematical Sciences
V. Physical Sciences
2.2 EDUCATIONAL QUALIFICATION
M.Sc. or Equivalent degree under the subjects mentioned in para 2.1 above, with minimum 55% marks for General & OBC candidates; 50% for SC/ST candidates, Physically and Visually Handicapped candidates and Ph.D. degree holders who had passed Master's degree prior to 19th September 1991.
A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (III/IV Semester where Semester system is there) of M.Sc. OR equivalent Degree Examination in subjects mentioned in para 2.1 above during the academic Session 2007-2008. Such candidates will have to submit the attestation format (given at the reverse of the application form) duly certified by the Head of the Deptt./Institute over his/her signature and rubber stamp (with address and name) from where the candidate is appearing or has appeared in the final year M.Sc. or equivalent degree examination. However, such candidates shall be admitted to the Test provisionally. They shall be considered eligible for JRF-(NET)/LS-(NET), if they are able to produce the proof of having passed the Master’s Degree examination in the relevant or related subject with the requisite percentage of marks and within the stipulated time frame.
2.3 AGE LIMIT& RELAXATION
For JRF (NET): Minimum 19 Years and maximum 28 years as on 01-01-2008 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC, Physically handicapped/Visually handicapped and female applicants).
For LS (NET): Minimum 19 years, as on 01.01.2008. No upper age limit.
3. DATE AND SCHEME OF THE TEST
3.1 The Test will be held in two sessions on Sunday, the 22nd June, 2008 as under: -

Negative marking will be made for wrong answers in Paper I. Paper II will be evaluated only in case of those candidates who will be able to secure a minimum of such aggregate marks in Paper I as may be fixed by the CSIR. Candidates are required to appear in both the papers. A candidate who does not appear in Paper I will not be permitted to appear in Paper II. The questions in all these papers will appear both in Hindi and English.
3.2 SYLLABUS OF THE TEST
Detailed Syllabus of Paper I (Section A), subject-wise syllabus of Paper I (Section B) and Paper II are given in the Information Bulletin at Appendix-I.
4. EXAMINATION CENTRES
The test will be held at 25 Centres spread all over India, specified below:
Bangalore, Bhavnagar, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Imphal, Jammu, Jamshedpur, Karaikudi, Kolkata, Lucknow, Nagpur, Pilani, Pune, Raipur Roorkee, Srinagar, Thiruvananthapuram, Udaipur and Varanasi.
A candidate may opt for any of the above centres. No request for change of centre would ordinarily be granted. However, a request for change of Centre may be entertained on merits, if received in this unit latest by 31.03.2008.
5. HOW TO OBTAIN THE APPLICATION FORM AND EXAMINATION FEE PAYABLE

The information Bulletin and Application form may also be obtained through Value Payable Post(V.P.P.) from the Indian Bank, 3/1, West Patel Nagar, New Delhi - 110 008, by sending a crossed Demand draft for Rs. 400/-, Rs. 200/- or Rs.100/-(as the case may be) drawn in favour of “Indian Bank, West Patel Nagar, New Delhi” payable at New Delhi. For this purpose, the candidate should send a request to the Bank with TWO self-addressed slips clearly mentioning the address at which he/she desires the Information Bulletin & Application Form to be sent by Value Payable Post (V.P.P.) The above mentioned Bank will entertain the request for forms through post from Tuesday the 12th February, 2008 till Tuesday, the 26th February, 2008 only.
The candidate should write his/her name, Date Of Birth, address, date of Examination (22.06.2008) and subject code on the back of the Demand Draft so that it can be located easily, if it gets detached accidentally from the letter of request for supply of Information Bulletin. However, before attaching the draft with letter of request, the candidates should check that it bears the code number of the issuing
bank and drawee bank and also amount and signatures of issuing authority.
Examination fee paid along with the Bulletin for a particular examination will neither be adjusted for any subsequent examination nor refunded under any circumstances.
5.1 CANDIDATE SEEKING FEE CONCESSION
The candidate should attach an attested copy of the certificate to the category he belongs as a proof of his claim. An application form, claiming fee concession but without an attested copy of a valid SC/ST/OBC/PH/VH certificate, will be summarily rejected.

6. HOW TO APPLY AND THE LAST DATE OF SUBMISSION OF APPLICATION FORM
Candidates seeking admission to the Test must apply in the prescribed application form supplied along with the Information Bulletin. Please handle this form carefully while filling up. The completed application should be send only Under Certificate of Posting (U.P.C). in the prescribed envelope supplied with Information Bulletin. Candidate should check that the Serial number printed on the Information Bulletin, Application form, Certificate of Postage card and on the envelope are the same. The application form should be filled-in by the candidate legibly and carefully, in his/her own handwriting with Black INK pen.
Candidate should super-scribe the SUBJECT CODE, APPLICATION FORM NO. and CENTRE CODE in the boxes provided on the envelope containing the application form (with enclosures). The application form, duly completed with requisite enclosures and; in the prescribed envelope supplied with the Bulletin, should be sent Under Certificate of Posting (U.P.C) to the Controller of Examinations, Examination Unit, Human Resource Development Group, CSIR Complex, Opposite Institute of Hotel Management, Library Avenue, Pusa, New Delhi 110012 so as to reach Examination Unit CSIR on or before 10.03.2008.
For candidates applying from Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of J&K State, Lahaul and Spiti district of Himachal Pradesh, Andaman and Nicobar Islands and Lakshdweep, the application form must reach the Controller of Examination CSIR on or before 17.03.2008.
The candidates are advised in their own interest to apply early enough to ensure timely receipt of their applications by the Examination Unit on or before the closing date.
APPLICATION FORM RECEIVED AFTER CLOSING DATE WILL NOT BE ENTERTAINED.
7.OTHER GENERAL INFORMATION
(i) Candidates may go through the terms and conditions for CSIR /UGC Research Fellowships on the respective websites.
(ii) For detailed information candidates may go through the ‘Information Bulletin’ for Joint CSIR-UGC Test for JRF/Eligibility for Lectureship (NET), June, 2008. Candidates must use only the form supplied with Information Bulletin purchased from any of the designated branches of the Bank listed in para 5.2 above. They should ensure that while selling the form,the bank has authenticated the format reverse of the application form in space provided for the purpose. Application Form should be purchased from designated branches only and not from any other agency.
(iii)The Certificate of Postage’ may be preserved as acknowledgement.
(v) Candidates should ensure that the signatures appended by them in all the places viz. In their application form, Attendance Sheet etc. and in all the correspondence with the CSIR, should be identical and there should be no variation of any kind.
(vi) A candidate must ensure that communications sent to him/her at the address stated in his/her application form are redirected, if necessary. Any change in address of correspondence should be promptly brought to the notice of Examination Unit within the prescribed period i.e. by 31.03.2008.
(vii) The Center and date of the Test are liable to be changed at the discretion of CSIR. No TA will be paid to the candidates by the CSIR.
(viii) Candidates should note that their candidature is provisional. No candidate will be admitted to the Test unless he/she holds the admission Certificate To the Test The mere fact that an Admission Certificate has been issued to a candidate will not imply that the Council has finally accepted his/her candidature.
Candidates may note that the verification of essential eligibility conditions of a candidate with reference to the documents as may be called for, will be taken up only by the Lecturer appointing/JRF awarding authorities after the candidate has qualified in the Test.
(ix) Candidates may please note that all communications to CSIR should invariably contain the following particulars, failing which no response is possible:

(x)In all matters the decision of the CSIR as to the eligibility or otherwise of a candidate for admission to the Test or his/her subsequent qualifying in the Test shall be
final.
(xi) Any attempt on the part of a candidate to obtain support for his / her candidature by any means may disqualify him/her for admission to the examination.
(xii) A candidate who is found of guilty of impersonation or of submitting fabricated documents or documents which have been tempered with or of making statements which are incorrect or false or of suppressing material information or otherwise resorting to any other irregular or improper means for obtaining admission to the examination, or of using or attempting to use unfair means or of misbehavior in the examination hall, may, in addition to rendering himself liable to criminal prosecution:
(a) Be debarred by the CSIR from this test and future tests also.
(b) Will be liable to disciplinary action under the appropriate rules, if he/she is already in service under Government/Autonomous Bodies/UGC/CSIR.
(xiii) All disputes pertaining to the NET Examination shall fall within the jurisdiction of Delhi only.
(xiv) The eligible candidates, in their own interest, are advised to keep Certificate of Postage and photocopy of both sides of the completed Application Form and three identical copies of the passport size photographs which has been affixed on the Application Form.
1.1 A candidate may apply either for ‘JRF + Lectureship’ both or for ‘Lectureship (LS) only’ He/she may indicate his/her preference in col.3 of the application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS’ for ‘Lectureship only” depending on number of fellowships available. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.
1.2 Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF - NET) and the second, of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligibility criteria of that Scheme/Project. However they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association.
1.3 The result of the examination to be held on 22.06.2008 may be declared sometime in the month of October, 2008 and fellowship to successful candidates could be awarded from 01.01.2009.
2.1 SUBJECTS OF THE TEST
The Test will be held in the subjects as given under:
I.Chemical Sciences,
II. Earth Atmospheric Ocean and Planetary Sciences
III. Life Sciences
IV. Mathematical Sciences
V. Physical Sciences
2.2 EDUCATIONAL QUALIFICATION
M.Sc. or Equivalent degree under the subjects mentioned in para 2.1 above, with minimum 55% marks for General & OBC candidates; 50% for SC/ST candidates, Physically and Visually Handicapped candidates and Ph.D. degree holders who had passed Master's degree prior to 19th September 1991.
A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (III/IV Semester where Semester system is there) of M.Sc. OR equivalent Degree Examination in subjects mentioned in para 2.1 above during the academic Session 2007-2008. Such candidates will have to submit the attestation format (given at the reverse of the application form) duly certified by the Head of the Deptt./Institute over his/her signature and rubber stamp (with address and name) from where the candidate is appearing or has appeared in the final year M.Sc. or equivalent degree examination. However, such candidates shall be admitted to the Test provisionally. They shall be considered eligible for JRF-(NET)/LS-(NET), if they are able to produce the proof of having passed the Master’s Degree examination in the relevant or related subject with the requisite percentage of marks and within the stipulated time frame.
2.3 AGE LIMIT& RELAXATION
For JRF (NET): Minimum 19 Years and maximum 28 years as on 01-01-2008 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC, Physically handicapped/Visually handicapped and female applicants).
For LS (NET): Minimum 19 years, as on 01.01.2008. No upper age limit.
3. DATE AND SCHEME OF THE TEST
3.1 The Test will be held in two sessions on Sunday, the 22nd June, 2008 as under: -

Negative marking will be made for wrong answers in Paper I. Paper II will be evaluated only in case of those candidates who will be able to secure a minimum of such aggregate marks in Paper I as may be fixed by the CSIR. Candidates are required to appear in both the papers. A candidate who does not appear in Paper I will not be permitted to appear in Paper II. The questions in all these papers will appear both in Hindi and English.
3.2 SYLLABUS OF THE TEST
Detailed Syllabus of Paper I (Section A), subject-wise syllabus of Paper I (Section B) and Paper II are given in the Information Bulletin at Appendix-I.
4. EXAMINATION CENTRES
The test will be held at 25 Centres spread all over India, specified below:
Bangalore, Bhavnagar, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Imphal, Jammu, Jamshedpur, Karaikudi, Kolkata, Lucknow, Nagpur, Pilani, Pune, Raipur Roorkee, Srinagar, Thiruvananthapuram, Udaipur and Varanasi.
A candidate may opt for any of the above centres. No request for change of centre would ordinarily be granted. However, a request for change of Centre may be entertained on merits, if received in this unit latest by 31.03.2008.
5. HOW TO OBTAIN THE APPLICATION FORM AND EXAMINATION FEE PAYABLE
BY HAND:
Candidates applying for the Test may obtain the Information Bulletin and Application forms (inclusive of fee payable) through the branches of the Bank notified below in para 5.2 (within the prescribed dates) by paying the following fee in cash:

The information Bulletin and Application form may also be obtained through Value Payable Post(V.P.P.) from the Indian Bank, 3/1, West Patel Nagar, New Delhi - 110 008, by sending a crossed Demand draft for Rs. 400/-, Rs. 200/- or Rs.100/-(as the case may be) drawn in favour of “Indian Bank, West Patel Nagar, New Delhi” payable at New Delhi. For this purpose, the candidate should send a request to the Bank with TWO self-addressed slips clearly mentioning the address at which he/she desires the Information Bulletin & Application Form to be sent by Value Payable Post (V.P.P.) The above mentioned Bank will entertain the request for forms through post from Tuesday the 12th February, 2008 till Tuesday, the 26th February, 2008 only.
The candidate should write his/her name, Date Of Birth, address, date of Examination (22.06.2008) and subject code on the back of the Demand Draft so that it can be located easily, if it gets detached accidentally from the letter of request for supply of Information Bulletin. However, before attaching the draft with letter of request, the candidates should check that it bears the code number of the issuing
bank and drawee bank and also amount and signatures of issuing authority.
Examination fee paid along with the Bulletin for a particular examination will neither be adjusted for any subsequent examination nor refunded under any circumstances.
5.1 CANDIDATE SEEKING FEE CONCESSION
The candidate should attach an attested copy of the certificate to the category he belongs as a proof of his claim. An application form, claiming fee concession but without an attested copy of a valid SC/ST/OBC/PH/VH certificate, will be summarily rejected.

6. HOW TO APPLY AND THE LAST DATE OF SUBMISSION OF APPLICATION FORM
Candidates seeking admission to the Test must apply in the prescribed application form supplied along with the Information Bulletin. Please handle this form carefully while filling up. The completed application should be send only Under Certificate of Posting (U.P.C). in the prescribed envelope supplied with Information Bulletin. Candidate should check that the Serial number printed on the Information Bulletin, Application form, Certificate of Postage card and on the envelope are the same. The application form should be filled-in by the candidate legibly and carefully, in his/her own handwriting with Black INK pen.
Candidate should super-scribe the SUBJECT CODE, APPLICATION FORM NO. and CENTRE CODE in the boxes provided on the envelope containing the application form (with enclosures). The application form, duly completed with requisite enclosures and; in the prescribed envelope supplied with the Bulletin, should be sent Under Certificate of Posting (U.P.C) to the Controller of Examinations, Examination Unit, Human Resource Development Group, CSIR Complex, Opposite Institute of Hotel Management, Library Avenue, Pusa, New Delhi 110012 so as to reach Examination Unit CSIR on or before 10.03.2008.
For candidates applying from Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of J&K State, Lahaul and Spiti district of Himachal Pradesh, Andaman and Nicobar Islands and Lakshdweep, the application form must reach the Controller of Examination CSIR on or before 17.03.2008.
The candidates are advised in their own interest to apply early enough to ensure timely receipt of their applications by the Examination Unit on or before the closing date.
APPLICATION FORM RECEIVED AFTER CLOSING DATE WILL NOT BE ENTERTAINED.
7.OTHER GENERAL INFORMATION
(i) Candidates may go through the terms and conditions for CSIR /UGC Research Fellowships on the respective websites.
(ii) For detailed information candidates may go through the ‘Information Bulletin’ for Joint CSIR-UGC Test for JRF/Eligibility for Lectureship (NET), June, 2008. Candidates must use only the form supplied with Information Bulletin purchased from any of the designated branches of the Bank listed in para 5.2 above. They should ensure that while selling the form,the bank has authenticated the format reverse of the application form in space provided for the purpose. Application Form should be purchased from designated branches only and not from any other agency.
(iii)The Certificate of Postage’ may be preserved as acknowledgement.
(v) Candidates should ensure that the signatures appended by them in all the places viz. In their application form, Attendance Sheet etc. and in all the correspondence with the CSIR, should be identical and there should be no variation of any kind.
(vi) A candidate must ensure that communications sent to him/her at the address stated in his/her application form are redirected, if necessary. Any change in address of correspondence should be promptly brought to the notice of Examination Unit within the prescribed period i.e. by 31.03.2008.
(vii) The Center and date of the Test are liable to be changed at the discretion of CSIR. No TA will be paid to the candidates by the CSIR.
(viii) Candidates should note that their candidature is provisional. No candidate will be admitted to the Test unless he/she holds the admission Certificate To the Test The mere fact that an Admission Certificate has been issued to a candidate will not imply that the Council has finally accepted his/her candidature.
Candidates may note that the verification of essential eligibility conditions of a candidate with reference to the documents as may be called for, will be taken up only by the Lecturer appointing/JRF awarding authorities after the candidate has qualified in the Test.
(ix) Candidates may please note that all communications to CSIR should invariably contain the following particulars, failing which no response is possible:
